TOD Summit 2010

Mission

Transportation in Los Angeles is at a pivot point. With the upcoming authorization of the next Federal Surface Transportation Bill and the passing of S.B. 375 -mandating metropolitan regions to integrate greenhouse gas reduction goals in their community plans, we face a historic opportunity to rethink how we plan, fund, and build our future communities and the transportation networks that connect them.

Los Angeles's economic vitality, environmental and energy sustainability, and quality of life depend on the choices we make in transportation. The connections among land use, infrastructure, and sustainability are being discussed in every jurisdiction. To contribute to this conversation, the Urban Land Institute Los Angeles (ULI-LA) is initiating its premier TOD Summit and Technical Assistance Program.

Many terms are used to refer to development around transit- the most popular of which are transit-oriented development (TOD), transit-focused development, and transit village. Regardless of what development is called, however, the desired outcome is the same: successful development, growth in transit ridership, and livable, sustainable communities.

Transportation is critical to the vitality of the Los Angeles economy and the real estate industry. Through the TOD Marketplace and Technical Assistance Program, ULI-LA strives to engage public and private sector leaders to discuss pressing transportation and land use challenges with the intent to identify common goals and principles that will lead to successful development around transit.

Shaping a sustainable community vision means imagining a development future that recognizes both the community's potential and the operative economic, political, social, and environment constraints. ULI-LA aims to facilitate the discussion of these issues and find solutions that will support and transpire the community vision into reality.

Program Overview

TOD Summit will involve the ULI membership in providing technical assistance for key transit stops in Los Angeles County. The concept originated at ULI San Francisco and ULI LA has taken this progressive idea and reshaped it for Los Angeles.

Public agencies, private firms, and nonprofit organizations facing complex land use and real estate issues in the greater Los Angeles region can get expert and objective advice with the help of TAPs offered by the ULI Los Angeles District Council. TAPs are a one-day session in which Los Angeles District Council members provide expertise on a specific land use issue that applicants may not be able to obtain through any other means. A TAP can save immeasurable research, time and costs, and can provide a variety of services including, but not limited to:

  • Evaluating specific development and land proposals or issues
  • Assessing overall development strategy and business planning for public agencies
  • Developing criteria for evaluating development proposals
  • Evaluating growth issues including economics and management
  • Analyzing reuse potentials of existing properties
  • Identifying key economic and land use issues relating to public/private land use situations

The program includes a competitive process where applicants submit TOD project proposals to a Panel Review Committee. Four TOD proposals have been selected and ULI LA will conduct Technical Assistance Panels (TAPs) on each site. These TAPs will be showcased at the Summit in June 2010.

  • County of Los Angeles- Blue Line Slauson Station
  • County of Los Angeles- Green Line Vermont Station
  • Housing Authority of the City of LA Jordan Downs Public Housing Redevelopment

TOD Summit Program Series

TOD Summit Kickoff

ULI LA hosted the TOD Summit Kickoff Event on Friday, October 9th in Downtown Los Angeles to announce the program and enable interested applicants to learn more about the TAP opportunities. The Kickoff began with a provocative discussion about TOD Opportunities in Los Angeles County with: Cecilia Estolano, CRA Los Angeles, Gail Goldberg, Director of Planning, City of Los Angeles, Dan Rosenfeld, Senior Deputy for Economic Development, Sustainability, and Mobility, Office of Supervisor Mark Ridley Thomas, Art Leahy, CEO, Metro and Krista Kline, Office of Mayor Antonio Villaraigosa, City of Los Angeles.

TOD Summit Workshop

The workshop allowed prospective applicants the opportunity to ask questions about the TOD Summit Technical Assistance Panel Application and the benefits of receiving a TAP study. Attendance at the Workshop was not a prerequisite to apply for the TAP study, although was recommended for applicants. The workshop was an open event.
